I don't know the second one sorry but the first one you are describing is Denise who lives in los Santos and yes you do get to go out with her once you have finished the mission, burning for desire or sumthing like that.

in the first city you can date denese (sp?) and thats all. in san fierro you can date a girl named michelle who you meet in the driving school. if you go to michelle's garage you can respray your cars for free.

you meet a girl named barbara in blueberry (she is a cop and she allows you to keep your money and weapons when you go to jail)

there is a nurse you can date that does the same as barb but it works when you die and spawn at a hospital.

and there is another girl i think her name is kate and she is in the last city you go to.

I think the girls you are describing are shown in the introduction when the game is loading. I have gotten 95% of the game done and I don't remember seeing those girls anywhere in the game. There are only 6 girls you can date...Denise, Helena, Barbara, Michelle, Katie, and Millie. And none of them really look like those girls in the introduction.
